It is hard to believe that we will be gathering together again in just a couple of months in Galveston for the Annual Conference.  The conference and education committees have been hard at work preparing what looks to be one of the best conferences yet.  Be sure to make plans to arrive early for our pre- conference education session from MS-ISAC: Center for Internet Security. We continue to offer three education tracks to hopefully provide value to a wider variety of attendees.

If you have not already explored the GMIS Data Dive benchmarking and metrics analysis offering, I would encourage you to do so.  At the request of membership, this was brought in as one year pilot.  Membership feedback will be requested during the annual business meeting to see if you found value in it and would like it to continue.  At the Board’s request, Mike Sturm has been leading another effort to explore the addition of an accreditation program for our membership, likely in conjunction with another agency.   This too will be a topic of discussion at the Friday morning business meeting, so please make plans to attend.  We value and need your input.
2017 Annual Conference - Registration is now OPEN!

Hope to see you all at the TAGITM, Changes in Latitudes | Changes in Datatudes, annual conference! The education committee has compiled a great agenda of speakers and break sessions. We are excited about the networking events that will be available.   

The conference will begin with an optional fishing tournament and alternate activity of a local mansion tour and lunch, followed by the Pre-Conference Education seminar and presentation by representatives from MS-ISAC about security, then move into the President’s Dinner on the patio by the pool.  We have planned an exciting team building event.  To keep from getting ‘Stranded’ you must successfully complete the treasure map challenge, jungle swamp crossing, coconut telegraph, and water in the well events.  Each event will earn materials for the grand finale of building a cardboard boat and transporting one teammate across the sea (pool)!!  We will end the networking events with the highly requested and popular Casino Night on Thursday.

Hope you can attend and experience the rich education and networking experience this conference will provide.

Nominations for 2017-2018 TAGITM President, Vice-President, and Secretary/Treasurer closed on February 17th. The Nominating Committee will verify nominee eligibility, willingness to serve, and review qualifications. Once this process is complete, TAGITM will distribute an electronic ballot via email to the Master Account Holder for each Agency.

TAGITM Excellence Awards, Rising Star Award and Rick Moore award submissions are due by February 24th! Get those submissions in! To refresh your memory, the Awards page on the website details the specifications. If you need ideas on what to submit, you can also review previous winning submissions.

The second TAGITM Regional Summit was held in San Marcos on February 1st.  The topic was Storage.  Presentations were delivered by DELL EMC, Microsoft, SHI/Pure Storage and MCCI.  These presentations are all available on the TAGITM website under ‘Conference and Events/2017 Winter Regional Summit Wrap Up’.  Mike Sturm, IT Director in San Marcos and current TAGITM vice president played host for the event which was held in the San Marcos Rec Hall.  This turned out to be a great facility for one of these events.  Thirty-six TAGITM members from the surrounding area and as far away as Port Arthur attended along with 12-13 vendor representatives who had paid sponsorships for the event.  Look for another Regional Summit this fall.

Understanding that security is vitally important for our members, last fall the TAGITM Board formed an ad hoc committee, comprised of member volunteers and led by Past President Tony Tull, to consider and adopt a recommended security framework. The Committee reviewed various options and on January 5th the TAGITM board voted unanimously to approve the committee’s recommendation - that TAGITM adopt the MS-ISAC: Center for Internet Security document, “The CIS Critical Security Controls for Effective Cyber Defense” as best practice. More information will be available at the annual conference where Committee member Jon Tidwell will be a presenting a session related to the controls and how to apply components of the frameworks to your agency.
GMIS data dive
Agency participation in the GMIS Data Dive has continued to increase.  As of the end of January, 32 Agencies have entered 70% or more of their data in either 2015 or 2016 and have access to the benchmarking and analysis tools.  In total, 47 agencies have started the data entry process.  If you missed the December webinar that provided a tour of the product and its functionality, you can view it online.

Bylaws Summary
The Bylaws committee met and recommends the following changes (shown in red) to the TAGITM Bylaws:
  1. To change the paragraph at the end of ARTICLE V – TERMINATION OF MEMBERSHIP

    From: Termination of membership can only be accomplished by a seventy-five percent (75%) affirmative vote of the Board of Directors in attendance at a meeting held for such a purpose.

    To: Termination of membership in the cases of B and C above can only be accomplished by a two thirds vote of the Executive Board at a meeting held for such a purpose or an Executive Session discussion.

  2. To add the following paragraph to ARTICLE VI - BOARD OF DIRECTORS - EXECUTIVE BOARD, COMMITTEE CHAIRS AND EX-OFFICIO MEMBERS :

    g. Marketing Committee: The Marketing Committee is charged with marketing the organization to membership defined in Article II of these Bylaws and working with the Executive Board to establish a multi-year plan for marketing the organization. Additionally, the committee will work with other committees to add value to their respective committees in order to enhance the organization. The chair shall appoint as many members as the chair deems necessary to conduct the business of the committee. The committee will meet as often as the chair deems necessary.

  3. To change paragraph C. in ARTICLE VII – BOARD OF DIRECTOR MEETINGS

    From: The President or any three members of the Board may call a special meeting held on not less than 30 days’ notice.

    To: The President or any three members of the Board may call a special meeting of the full Board with no less than 10 days’ notice. The Executive Board may meet as needed as long as reasonable notice is provided to and every effort is made to accommodate the schedules of the members.

  4. To UPDATE ARTICLE X – ASSOCIATION MEETINGS

    From: As an association, we delegate authority to the voting body, who shall meet to handle all affairs of the Association as allowed by our Bylaws. A minimum of one association meeting shall be held annually at locations determined by the Board of Directors:
    • A. Association meetings shall be conducted at all times according to "Roberts Rules of Order", except when in direct conflict of an expressed Article of these Bylaws.

    • B. Electronic voting is permitted.

    • C. 25% of the voting body membership shall comprise a quorum. If a quorum is not attained, the President of the Association shall fix a date for an adjourned meeting or electronic voting process, and "Roberts Rules of Order" shall apply. In the event of an adjourned meeting, every effort will be made to notify each voting member at least thirty (30) days prior to the adjourned meeting. In an election where an electronic ballot is provided, no proxies will be accepted.

    • D. Regional Meetings can be scheduled at any time deemed necessary by the voting members of the Association or the Executive Board.

With the appropriate notification time, TAGITM will distribute an electronic ballot via email to the Master Account Holder for each Agency to vote on these Bylaws changes.
Membership Minute
One of our TAGTIM goals is to increase membership by 5%. This means that we need to reach 195 agencies by our annual conference in April. You can help. Let a neighboring agency know that you are a fan of TAG. You can tell them the benefits you see that TAG offers. Contact your local Regional Membership Group (RMG) chair to find out when the next gathering is in your area. Get involved. The best ideas are cultivated when shared with others.
